While I have put my population into starvation to increase my hammer production to rush a wonder or building I never thought of the culture benefit to a conquered enemy city. I've starved a population occasionally to increase the odds that I can beat a rival to a wonder or something else.  Take laborers off the farms and put them on workshops or whatever.  Another reason would be a race for a particular tech you put more scientists than you can technically handle for a few turns just to make sure you get (for example) Liberalism first.  You should be careful not to starve them down a population point though and it's generally the exception to the rule. I'm glad you cleared that up for me. At first I thought pink might actually be supposed to be a good thing, but I couldn't figure out what. I now realize it's intended to be light red. It is usually white, but sometimes it is green or pink.
