our president has FAILED to commence the game. I checked the executive reports forum, and the supposed last report was on 8/3/07, a full MONTH ago. if the game does not commence, i say a political uproar will begin. in addition to that, it seems that patrons to this democracy have not been active, soon it will be necessary to start a new game. with our government failing to maintain, REVOLUTION will be necessary. it'll be fun!

There has been discussion of quiting this Dgame and starting over using BtS. I just thought it would be helpful to know how many of us actually have it. Also feel free to discuss whether or not we [i]should[/i] restart the game and why. I for one am slightly torn. It all depends on how many active players have BtS. If more people do have it than Warlords I'd be in favor of switching. Right now the game is suffering from a lack of interest. Would having it played in BtS actually change that? If it did, I'd say let's do it. If we end up with the same enthusiasm as we have now, it would not have been worth it.

The disbandtion of the president office and vice president

Removing the President and vice president offices and adding the Supreme Chancellor And the MAster of the BAllots is to make a man (the Supreme Chancellor) is not in himself a man of power, but rather the director of the senate, who gives the subjects of most vitality to the whole democracy while the Master of the Ballots is the official taker and counter of votes. So the point is that, the president in himself has too much power. with the right to veto anything he does not like from the senate, he can do almost anything he wants without the senates permission.

This has been brought up in the Senate, and as Constitutional Ammendments need to be passed by the people, I thought it was best that it be presented here.

Princep's Tie-Breaking Vote:

4. The Senate shall elect from their number, by simple majority, a Princeps, who shall:

- Hold votes among the Senators on such issues as presented before them, which require a decision by majority.

- Confirm the outcome of votes among the Senators and present the outcome to the People and to those parties whom it may concern.

- Receive one additional vote in the event the Senate is unable to reach a simple majority due to a tie.

- Take upon himself all duties of the Presidency, should the President and Vice President become absent, with the special responsibility of requesting that the Supreme Court hold new Presidential elections as soon as possible.

- Organize and oversee the elections of the Supreme Court, and execute the outcome thereof.

- Organize and oversee such plebiscites as necessary to approve alterations to the Articles of Constitution.

President's Tie-Breaking Vote

5a. The President may veto the Senate once per term, on any one of the actions described in II_5, unless the Senate vote was unanimous.

5b. A Presidential veto must be made public before the President executes the action, allowing the Senate ample time to disband the office of the Presidency (per III_5).

6. The President must appoint for himself a Vice President, who shall take upon himself all duties of the Presidency, should the President become absent.

6a. The Vice President shall be considered a member of the Presidency, should the Presidency be disbanded.

7a. In the event the Senate is unable to elect its Princep without simple majority due to a tie, the President will be included in the ballot and allowed one vote.

7b. This vote will only be used to determine the result of any tie and the President will be unable to abstain.

7c. The President must only vote for one of the candidates involved in the tie.

we need a constitutional amendment to have the people elect *one person* who has the authority to fill in for a missing President, Senator or Judge instantly anytime needed and who's authority ends immediately as soon as the missing official reappears or another is elected.

I have yet to purchase the warlords expansion and was wondering if the current president could upload a screen shot of the current map and a brief description of our domestic and foriegn policys. Doesnt have to be an essay (doesnt have to be done but i would really apprieciate it) but i want to have a bit of information so i can contribute to the game more comprehensivly. But, yes. I really must say that I'm very sorry I've been absent a whole week. It was inexcusable, and the only thing I could say is that I got caught up in another dimension, working on projects the world will never care about, that the citizens of Bibracte, Vienna and our newest city will never hear of.

Unfortunately, these projects are ongoing, as intangible as they might be to those who "voted" me into office. I shall not be running for Senate this term (unless no one else steps up to fill in the House of Scorpius). I still offer my full support to Comedy Dave as Senator and Princeps of the Third Senate.

And lastly, I must thank my deputy, LC, for stepping in while I was away, even though he had no notification that I would not be around. Kudos, man!

I'll be watching. I'll be lurking in the shaddows. And I'll still be around to assasinate that guy who tried to butt in on my job at Rish's place. I just won't be in the stage light any longer.

Third City Placement Discussion

Greetings all.. There have been two suggestions for the next city location. The screenshot is attached below...

I prefer the yellow location as it brings both the luxury of gems (which we already possess near the capital) and the Copper resource.

The red location has been suggested as well as it would give us another coastal city. However, it would delay the connection of Copper, and the lack of any ocean resources to make up for this doesn't seem to make this an ideal location.

What say the people?

As 1BC admin, I have taken it upon myself to lift this game out of the doldrums of mediocrity that we have found ourselves in. No longer will we languish in shame without an election to lift our spirits.. (Laying it on a bit thick, perhaps?)

Also, I would suggest the Senate take steps to dismiss both current judges so that we can move forward. Based on the constitution, I should think that a Senate only vote would suffice so that we can elect a new judge/clerk or two..

Supreme Justice Resignation

My friends,

After a second spree of absence on my part, it has become clear to me that I can no longer, in good conscience, serve you as Supreme Justice. Commitments elsewhere, online as well as in my personal life, are simply taking up too much of my time. Therefore, I have decided to resign my position as Supreme Justice.

This is an advance notice on my part - I will strive to make time available in order to see through the Constitutional alterations currently under vote, as well as the Presidential elections. After that, however, I will take my leave. I will also recommend the Senate to dismiss my absent colleague Von Clausewitz at that same time, so the People may elect a fully staffed Court from scratch.

It should be noted that the alterations currently under vote, as well as the one recently passed, are - strictly speaking - unconstitutional, because they have not been presented by the Supreme Court. This is due to a failing on the part of the Court and I, for one, do not intend to make a stink about it. I will leave a recommendation to the next pair of Justices to render decisions in favor of these alterations with all due haste, placing the greater good of the community above the letter of the Constitution in this exceptional matter.

Now that the official-sounding stuff is out of the way... :P

Sorry for not being here lately guys, but it's been screaming busy around these parts and I simply can't keep up the way I should. It's been a lot of fun helping this DGame get on its feet and seeing the Constitution (which is sort of my baby :D) work out pretty well. I'm glad the current Senate is taking the initiative in honing the Constitution to changing conditions, as it should, and I'm glad Mongoose is being such a great President.

I hope you'll find a couple of folks with enough screws loose to take those big seats in the Court and restore to them the kind of active and precise participation they should embody. I'll try to drop in once in a while to check up on how things are going, and you're always welcome to PM or email me if you run into a thorny issue with the Constitution and need a bit of advice.

Third Term Presidential Election Campaigns now open!

- Starting today, the 1st of June 2007, there will be a campaign period of seven days, including today. Citizens who wish to run for the office of President of the Third Term will announce their candidacy in the Campaign board with ONE topic, and any discussion of campaign issues pertaining to that candidate will be restricted to said topic.

- When the campaign period ends, on the 8th of June 2007, a Supreme Justice will announce the end of the campaign period. If, at that time, only one citizen has announced his candidacy, said citizen will then be declared, and installed as, President for the Third Term.

- If, at the time the campaign period is ended, more than one citizen has announced his candidacy, a Supreme Justice will create an election poll, open only to the citizens of the Community, listing all the candidates and an "Abstain" option, to run for three days (72 hours).

- When the poll ends, the candidate who has received the highest number of votes from the Citizens will be declared, and installed as, President of the Third Term.

Alteration of the Constitution discussion thread

It has been suggested on the Senate floor that the following alteration be made to the Constitution:

ARTICLE III: THE SENATE

2. The Senate shall consist of five Senators, to be elected by the People

Change to:

ARTICLE III: THE SENATE

2. The Senate shall consist of three Senators, to be elected by the People

This thread is for discussion, no voting yet. The houses to be dropped if this amendment comes to pass are yet to be determined.

A seperate thread will be created next week to hold the plebiscite that will determine whether this proposed alteration passes. At least two-thirds majority is required to pass.

So, brothers, fathers (in law), countrymen, and comrades, what say you? Speak now!

Possible 2nd City Locations

These are the locations for which I'm considering asking the Senate for City Placement Approval. (That sentence didn't feel right)

I'm curious about the citizens thoughts on the locations.

Both have the advantage of both the Rice and Cattle in the city radius. I'm leaning toward the red X since it would mean fewer desert tiles in the radius.... The downside is that 2 tiles would overlap with the capital.

What say the people?

First city name?

Our president has mentioned that he would allow the gathering community to name this place which we appear to be getting ready to settle. This, of course, won't happen unless we actually have some suggestions to vote on. Therefore, I wish to open this thread to suggestions as to what we'd like our home to be called.

One thought I had was to name the cities after prominent (active) members of our community. Even more fun may be to look up celtic translations of our names if possible and make some variation on it. Just a thought.

Gameplay Suggestions

This is where you make specific suggestions about the next set of turns, and where I respond/post with my ideas. Hopefully, in this way, we can give everyone an opportunity to get involved to whatever extent they are comfortable....

My initial thoughts on first tech were Poly to get Hinduism, but those fish are lurking out there in the ocean, ripe for the fishing. Opinions?

Also, First build, typically I would build a warrior first, but find Scips suggestion of the worker first strategy enticing, but don't think it would be as effective if we don't beeline for Bronze Working right away (we would have to research mining first).

What say the people?.... Perhaps we can get me confused enough where I forget what I want to do entirely.

While we await a decision of the Court on how to elect a Princeps from among the Senators, perhaps Mongoose could create a discussion board for the Senate and the Presidency? I recommend that only Senators and their respective deputies, the President, and the Vice President be allowed to post there, but that all will be able to view it.
