As President, I bring before the Senate a summary of the next 5 turns.

First things first, the trade approved by the Senate will be completed...

Cities:

Bibracte: Library complete in 3 turns. I would like to follow it with a Granary(9). This will help with health and growth and will set the stage for a wonder build next.

Vienne: Worker complete in 7 turns. This would not be covered by this set of turns, but I will suggest our UU, the Gallic Warrior to be the next build for discussion.

Tolosa: Monument complete in 1 turn. I would like to follow this with a Spearman (11 turns.. will be reduced by current worker action). The Spearman would be followed by a Settler.

Greetings Senators, from my BtS induced haze, I propose the following:

To Egypt, we trade Iron Working (429 cost) in return for Meditation and Archery (298 cost total)

This is a somewhat lopsided trade in Egypts favor, but I would like to point out reasoning:

Egypt is on the same continent with a strong Inca Empire. The Inca do not yet have Iron Working and are not on good terms with Egypt (Annoyed). Egypt is similarly annoyed with the Inca. They are followers of a different religion and are not likely trading partners.

If they come to conflict, which is likely based on other games I've had with the inca, Egypt would have the advantage of having Iron Working first to have a "leg up" so to speak.

This will also further solidify our relationship with Egypt. We should also think about Open Borders to help our religion spread to the rest of Egypts cities. (A Senator can put that vote together if you wish)

Esteemed senators, I do not believe it is necessary to change the constitution in order to create a clerkship for Tosk (if his interest has not waned and fizzled and died out yet). We should be able to cover this in a law. I do not wish to put words or deeds in your mouths, but it would also be impolite to tell you to get on with it and leave it at that, so I offer here for close perusal a draft of a possible law:

Greetings Senators, apologies for delays... Work and a BtS install have delayed things a bit (Not playing BtS, but the subsequent halting of my Warlords pbem because of the BtS automatic upgrade is making things difficult.)

I bring before the Senate a plan for the next turn.

There is currently a Trade Request before the Senate. Once it has reached a majority (in favor, I hope), this CPR can be voted on..

Since there is only 1 turn's worth of authority requested, this one is fairly simple.

If the trade is approved, it would be enacted at once and the workers waiting to farm the rice will commence. Play will be halted on the next turn to determine further trade possibilities opened up by the acquired tech.

Greetings Senators,

I'm going to propose a single trade so that we may complete 1 turn to see what the newly acquired techs open up for us in the way of more trade possibilities.

I propose that we trade Monotheism (256) to Egypt for Agriculture and Priesthood (Combined 254).

This will allow workers to begin farming the rice and will allow us to check next turn to see what we have available to us in trade.

After the next turn, we can resume the practice of moving along in 5 to 10 turn increments (probably 5 since we have quite a bit going on now).

Also, I'm going to get the Continued play request in order now as well... As soon as this proposal has a majority vote, the Senators can vote in the Continued Play request and we can get this show on the road....

DECISION

By Majority, the Senate decides the following:

Election Dropouts

If a candidate drops out of an election, they cannot re-enter election.

The tier of government* holding the election, must do the following:

(a) In cases where leading candidate has stepped down mid race, the runner up will be awarded the position, as long as said candidate has recieved a tally of no less than a value of three fifths (3/5 or 60%) of the Leaders tally. Thus proportionally represented.

(b) In cases where the candidate stepping down is not the leader, the leading candidate at the end of the election period should win the election as expected.

*For SC Elections, this would be the Princep/Senate. For Senate/President elections, this would be the Supreme Court

JUSTIFICATION

After some chaotic results in a recent Senate election, it was felt that there should be some conditions laid down pertaining to election dropouts. See the thread here:

DECISION

By Majority, the Senate decides the following:

Resignation Law

If an elected official resigns, then his deputy (if available) will manage the position on an interim basis, until a replacement can be elected by the people. The deputy may run in said election.

If no deputy is available, then an election must be held as soon as possible to fill the position.

JUSTIFICATION

This law is required to remove confusion around what happens when an official resigns. The reason for the deputy holding the role on an interim basis is allow the game to continue in the short term where possible whilst elections are run to find a replacement.

In the last set of turns, Frederick came before our president and requested Open Borders. All discussion for said option is to be brought forth, if you please. This is not a voting thread, that's CD's job. :P

I, personally, see no reason not to. It's not like he can send scouts snooping in our land. However, I would like to ask someone who can open saves who Freddie is and isn't friendly with. We may get a few "you traded with our worst enemies" modifiers, and we should take such into account.

3rd Article of Law

As suggested in the impeachment thread, I think it's prudent to create a law dealing with all unofficial threads (not just princeps nominations).

So, I take it most are in favor of allowing said threads to exist freely. Thus, I would propose, as a first draft, the following:

"Threads and discussions not intended to carry official weight, force a ruling, or otherwise directly influence the running of the government are considered to be outside the jurisdiction of Constitutional review by the Supreme Court and are not to be closed or restricted by reason of interfering with the Supreme Court's or any other government body's Constitutional duties."

JUSTIFICATION

He has not been accountable or justified himself sufficiently. Hence his position is now untenable and would be better served by replacement.

Impeachment of TORARADICAL

This is idiotic to be completely honest...

I started the third term nomination thread, as did Scipio at the beginning of the second term, and I was insulted and met with demands that I must apologize to the court lest the thread be closed for being unconstitutional. The thread was met with the approval of all but one person --- and after I refused to apologize to the court, I was met with the thread being closed.

The thread is constitutionally valid, it doesn't take a rocket scientist to figure that out. However, the very fact I was demanded to apologize, is what is troubling. It's nothing but overzealous and unneeded behavior from this Judge and I hereby call for his impeachement.

Before any vote can take place, we must wait for the House of Scorpius to be filled. In the mean time, this area should be used as discussion. I apologize for this negative but rightfully placed call.

It's only 4 turns because on the 4th turn, we will have researched Alphabet and will be able to trade techs. I think it will be important to stop there and discuss trade possibilities. We won't have an idea what to research next until we determine what we can receive in trade.

All scouts/naval units will continue as before.

The only city build that will finish is Vienne's worker on the 4th turn and I'm inclined to build another worker there when it's complete.

Judaism seems to be the religion which as spread wider at this point in the game, and we lose no production since one of our traits is Spiritual (no anarchy)

Greetings Senators,

I bring before you the following summary for the next 5 turns...

Not much needs to be done to complete the Senate term, but those things include:

Before the ending turn 120, I will enact the Open Borders agreement with the French that was approved by the Senate. This will allow CSS Doomed to take the northern route around the eastern continent.

In Bibracte, a worker will be complete on the next turn. I propose to build a Library there next to make better use of our commerce towards research. A library would be complete in approx. 13 turns

In Vienne, a monument will be complete in 2 turns, which I would like to follow with a worker to continue the vast labor effort that will be required to help make our continent livable.

All scouts will continue scouting as in previous turns attempting to open up new lands. We need to start thinking about ways to free scout Ardal from the Egypt/Inca continent in the near future.

This should cover the remaining 5 turns of the Senate term.

If the Senators [red](only!)[/red] or their approved deputies in the case of absence, would signify their approval/dissapproval by replying with yea, nay, or abstain.

715BC - Open Borders Vote

I believe it makes sense for our nation to agree to an open borders treaty with France. Some of the citzenry have also expressed this belief.

I think it will assist in our exploration, and we do not appear to have anything to lose at this stage. France is friendly towards us and shares the same religion (Hinduism)

Greetings Senators,

I bring before you the following summary for the next 10 turns...

Before ending turn 110, I'll change Bibracte's Citizen allocation in the City Screen back to where Bibracte will grow on the next turn. This will bring us unhealthiness in Bibracte, which will subside when the cattle near Vienne is connected (until we grow again)

Our current research is Writing, which will be complete in 2 turns. We will follow Writing with Alphabet so that we will have the option of brokering techs between the civs that have yet to meet.

Worker 1 is currently connecting the cattle near Vienne. Worker 2 is building a road that will connect Vienne to our Capital. Once these workers finish these tasks, they will move to connect and farm the rice near the mountains.

In Bibracte, another chariot will be complete in 5 turns, after which I think at least 2 workers should be trained to connect our third city and chop jungle.

In Vienne, a spearman will be complete in 6 turns, after which, I would like to build a monument.

Also, our third city will be founded in the location approved by the Senate. I'm open to suggestions on the first build, but am currently leaning towards a monument there also.

All scouts/naval units in the field will continue their scouting activity.

That should cover most eventualities in the next 10 turns..

Greetings Senators,

I bring before you the following summary for the next 10 turns...

Our current research is The Wheel, which will be complete on the next turn. Pottery is the next logical choice, followed by Writing. We need to get to Alphabet so that we can start brokering techs (to our huge advantage, of course) between our neighboring continents before they get contact...

In Bibracte, a Settler will be complete in 7 turns, but I agree with Zig's idea of switching to Chariot next turn (The Wheel) to help quell any barbs that appear, then completing the Settler.

In Vienne, a Warrior will be complete in 18 turns, so we don't need to worry about the next build in this set of turns...

Worker 1 is chopping forrest... Worker 2 is working to connect the Iron near Vienne.. Once the Iron is connected, Worker 2 will begin the task of connecting to the cattle NW of Vienne.

Scout Ardal is currently stranded on the Egypt/Inca continent... Alaster is exploring the French/Arab/German continent... CSS Doomed (blocked from the east by Germany) is moving back to the west to take the northern path (hopefully) around that continent..

As discussed, we need to remove the existing SC Justices before we can hold elections for replacements. Hence the Senate needs to vote on the following:

The current Supreme Justices, ManiacalMonkey and Von Clausewitz will be dismissed with immediate effect.

If this passes the Senate must then hold elections for replacement justices, as per the constitution.

JUSTIFICATION

Both Justices cannot devote adequate time to the DGame, we need to replace them to keep the game moving.

Draft: Absence Law

Purpose: Given the absences of Senators of late, we need to draft an Absence law. I have tried to keep this from having too much red tape for now, the purpose of this thread is to discuss the topic and come up with a final draft for senate vote.

PREAMBLE

Under Article III Section 5 of the Constitution, the task to "Alter the Articles of Law" falls to the Senate.

Further, consideration must be given to:

Article III Sections 6 and 7, concerning absence of Senators and their deputies.
Article II section 6, concerning absence of the President and Vice president.
Article IV section 3, concening absence of the Supreme Court Justices.

The Senate takes responsibility to draft a law defining "Absence" and the actions that must be taken when an official is absent.

DECISION

By majority, the Senate decides the following:

Definition of "Absent"

- The President is condsidered absent if he fails to respond to a critical issue within 2 days.

- A Supreme Court Justice is condsidered absent if he fails to respond to a critical issue within 3 days.

- A Senator is condsidered absent if he fails to respond to a critical issue within 2 days.

Replacements

- The Vice President may stand in for the President, when the President is deemed absent, or if the President asks him to.

- A Deputy Senator may stand in for a Senator, when the Senator is deemed absent, or if the Senator asks him to.

- There is an upper limit of 1 week if the absence is not requested, 2 weeks if requested. After that time the relevant government body must hold elections to fill the position on a permanent basis.

Senate Disbandment

- As Per the Consitution, Article III, Section 7: "Should half or more of the Senate become absent, the Senate shall be disbanded." The Supreme Court must hold elections to fill the positions on a permanent basis.

"Relevant Government Body" for elections

- The Supreme court is responsible for the Presidency and Senate.
- The Senate is responisble for the Supreme Court. If the Senate is unable to deal with this, then President can deal with the Supreme Court, as a backup.

JUSTIFICATION

The Senate is of the opinion that fixed deadlines will assist to remove the confusion around when a government member is deemed absent.

This law will allow for deputies to fill the shoes of their superior, for a temporary basis, to keep the government from waiting on a particular official to make decisions.

It also means that after prolonged absence, an election should be called to replace positions that have become vacant due to absence.

The Interrim Justice may not be a current member of the Presidency or the Senate (including Vice President and Deputy positions).
