I've had bad memory cause this problem. It was rare, because the bad spot was in the upper bounds of the memory - for instance, the upper bytes of the last stick in a total of 1GBytes. Since it is rare that the entire memory gets used, it would only happen when there were several other applications running while playing civ3 in the later stages of the game. (Best I could figure, that is, it never happened beginning to mid-game when the game is using less memory - ie., fewer units, cities, etc.) You could check that easily by having the system check your memory when you boot up (disable fast checking).
