I have never as of yet relocated my palace. Juat seems like a risky venture...the starting locations are usually pretty good. I guess if I was surrounded by coast on 3 sides I would, but that has never happened to me yet.

I've never done it - at least not intentionally. I have done it accidentally when pre-building for a WoW that I got beat to and forgot I was doing the pre-build.

However, it strikes me that relocating your palace could be very beneficial. In most cases your original capital is going to be one of your most productive cities, if not the most productive one. But you can't build a palace in the capital city, because (obviously) it already contains one. Therefore you lose the most common pre-build in the city that otherwise gets you to a major build the fastest.

However, this question occurs to me - what does losing the palace do to a city's productivity? It seems to me that this would unaviodably increase corruption, and very likely tick off the citizens too.
