For a 100K culture win, is it true that you have to have at least 100K plus a certain amount over your nearest rival's total? If so, what is that value?

You have to have twice the next civs culture level.

Yup, and I've never gotten a 100k culture win. Heck, I've never even had the most culture in a game. Not even at cheiftain. Don't ask me why, I always build temples, libraries, universities, and cathedrals all over the place.

I don't get it!

You have build as many culture improvements as early as possible to be in the contention for a Cultural Victory.

Also you may find you end up dominating or conquering the world before your culture gets high enough!

By the way, another good reason to build culture improvements early is so they benefit from generating double culture after 1000 years...

I've gotten an epic game cultural victory twice in my entire time playing civ3. Both of them completely by accident. I was going for a space race victory when all of a sudden I won. Recently I played the Age of Conquest scenario as the Mayans and won the single city victory.

I've gotten entire civ culture victories many times...but with most of them I could have just as easily won with domination...it takes a LOT of cities or a very long game to win that way.

I believe Cultural victories were meant to be achieved on Large-Huge maps because on lower maps through Small-Standard you will eventually win by Domination, since eventually your culture will begin to overlap other civ's territories. At least that is how it is for me, the only cultural buildings I enjoy building are the Libraries and others that boost trade and science by 50%. And overtime I eventually do get a hair for a cultural victory it has been interrupted by a Domination victory since I usually play on Standard maps.

I've had cultural victs on all size maps. It's all in what you build ... and when.

I have never yet achieved a cultural victory (in seven months of playing). The one time I actually went for it, I got the diplomatic victory first. I agree that certain victory conditions have to be turned off to make others feasible. Domination is certainly one of them - for one thing, conquest is impossible if it's turned on, and I agree that cultural wins would be hard with it on for exactly the reason you cite. Diplomacy should probably be off as well, unless you make sure you get the United Nations first (conversely, I was really ticked off in my current game to waste a near-complete palace pre-build for the UN, only to find that you can't build it with Diplomacy off). Space Race will also get in the way.

But here's the easy way to get the 100K cultural win - blast all your enemies to bits, leave one enemy city standing, and keep hitting the spacebar, stopping only to rebuff rebels trying to flip to you, until the win is generated.
