Difficult, are you kidding? I get cultural victories all the time. In fact, I usually disable that option because it gets in the way of my other victory paths. I often play as a Scientific civ, which certainly helps, as it permits the construction of Libraries for a mere 40 shields, cheaper than the cost of Temples. Also, Libraries give 3 CP per turn, as opposed to the 2 given by Temples. Plus, my approach to building my civ is often perfectionistic, which leads to many cultural improvements being constructed very early on, giving plenty of time for them to double. Unfortunately, this often comes at the cost of military expansion.
