Does it matter if I start my government switch at the beginning or end of my current turn? I wasn't sure if the time in anarchy was extended if I waited until the end or not. If it doesn’t then it would always seem to be in everyone’s best interest to start it after you have made all the moves for the turn.

Either way, I don't think it makes any difference. I'll change at the end of the turn, just to make sure there's nothing I've missed (an improvement finishing in one turn, a settler done in a turn or two that can be on the way while in Anarchy and the like).

Another tactic is if you're ahead and have a government tech the AI does not have, trade it or give it to them before you switch, that way everyone will go through Anarchy together and you'll lose out just as much as the AI, of course with varying amounts of turns. Note that this is not near as effecient at the upper levels as the AI's maximum transition time during changes is shorter and shorter as the game difficulty progresses...

The only time that I can think of where it's better to switch at the end of the turn rather than the beginning is when you have a lot of workers and are completing things in one turn (ex: at the end of the game when clearing pollution). Then, you will only need the amount specified in your current government, and not in anarchy. It may also be worth it in diplomacy if your current government is the same is many others. I always wait until the end of a turn, regardless, just in case there are other things I'm missing.

I always switch at the end of the turn in order to get: 1) buildings/units that will be completed (at the beginning of the current turn); 2) worker jobs completed prior to the end of turn; 3) rush any/all important buildings/units before anarchy (no rushing during anarchy) imposed; 4) if at war, try to maximize force effectiveness and prepare for "digging in" should unit-builds be slow in coming (due to extended anarchy time). Basically, I try to get the most out of every turn and never switch when prompted at the beginning of the turn.
