I dont use engineers much, use police much more frequently because their benefits apply to any production.

Besides, everybody loves cops! :p

Well perhaps there could be a new improvement available with The Corporation:

The Donut Shop: doubles the effects of policemen for that city, +1 happy citizen in the city since they know exactly WHERE they'll be able to find the cops

Only meant jokingly... the better half works for an aforementioned donut shop and only sees some of them sporadically as they come in for their morning coffee

I too, think that a huge city should be able to produce more than one thing at a time. But I think that there should be some improvement, that enables this option - something like a second factory or manufactoring plant. After all, having about 10 cities over 20, producing at double rate would leave opponents helpless in terms of an attack, for instance. Therefore the player should pay something for this - like upkeep and/or time to build this improvement. Also, I thing that it should not be possible to produce two military unit at the same time - maybe one peace-orientated improvement and one military...
Furthermore, both units/improvements that are being produced at e certain moment should use the total city production - otherwise what's the point if each uses only half?

It's been bantered about before to have some factory additions allowed after Industrialization that produce units X number of turns:

(all require a factory in the city to be built)

Tank Plant: 1 tank every 8 turns, requires oil and rubber to be built and function

Destroyer Plant: Requires Commercial Dock instead of factory, 1 destroyer/10 turns

Sub Pen: Commercial Dock, 1 sub/8 turns

...and so on and so on. The turns I mentioned are only guesses. It would take some playing around with it to determine the right mix for each unit...
