you dont need to be #1 for them not to pick on you.you dont even need to have good diplomacy, although that helps. if they are significantly stronger then you, and they come up to you and are bullying you with a bad deal or just plain asking for something, sometimes its ok to agree, it will save you from a nasty war. although if you build up a huge army, this will NEVER happen. they may try to bully you, and if you refuse, but have a large army, they will simply say something snazzy and be annoyed or cautious. or maybe they'll just as if you have a better idea, and then you can milk them for all their worth. this has happened to me alot. england comes up to be and tells me to give them flight. i say listen to my counter preposal. i ask what they'll give for flight. they end up giving me something like 200 gold, wines, world map, and 50 gold per turn. you really have to learn how to milk trades for all their worth.
