Hey, i have been playing civ3 for about a month. What are the best Culture buildings?

'Best' is really a relative term.
You have to look at the Civ you're playing with and their traits. There are basically 2 main 'groups' of buildings (outside of Wonders) that produce Culture. Scientific and Religious buildings (+ Coloseum).

If you are a Religious Civ you can build the Religious buildings (Temple, Cathedral) for 1/2 of the normal cost.

If you are Scientific then you can build the Scientific buildings for 1/2 of normal cost (Library, University)

All 4 of the buildings give off decent culture but they have a secondary effect as well. Temples and Cathedrals make your Upset people Content while Libraries and Universities speed up your tech research.

I usually build at least a Temple in every city simply to keep people happy until I can hook up roads to take advantage of Luxuries that I might have. Also, culture will expand the border of your city as well as add to overall Culture (which affects how other Civs see you.)

Another thing to consider that the Cultural Output of buildings doubles after 1000 years.

A Temple built very early in the game (within the first 20 turns) can be very powerful Culturally, as you build it in 2000 BC, at 1000 BC and from then on, you get double the culture from it for the rest of the game. Note that free temples gained by Artemis do not double in value as you did not build them. The Great Library built very early can be great as well, since the culture of it is 6 per turn, and it's worth it according to some for the cultural value alone (and to keep the AI from getting it).

If you look in the Civ Pedia there's a listing for each Cultural Improvement and Wonder and how much they give out. Culture is one of the new things to Civ 3 that took people a little bit to get used to...
