This is an impossible question to answer. It depends entirely on how you intend to win, who your neighbours are, how many resources and luxuries you do or don't have, the terrain (especially if archipelago or pangea), the difficulty level, the size of the map, what civ you are etc. It is different for each game, but one thing I would recommend for any game, is to expand VERY fast at the start.

Expand, expand till there's no more land. Keep the land safe. Research quickly. Try to fight wars on your terms at your initiative.

Early game... in order of priority.

Expand and connect cities protect with a warrier.

Build culture with temples

Build build barrack and add spearmen 3 or 4 on border cities, 2 on the inner ones.

Build your attack forces and get em in place on the border.

By the time you get this done the AIs will start picking at you. Choose a weak one and kick butt.

As far as wonders go hummm Great library and Oracle in the early game.

Hope this helps. Oh by the way zoom for Philosophy, if you get it first you get a free advance. I usually pick Literature so I can start the Great Library)

You see. A perfect case in point. Chocolate Factory's second on the 'to do list' is:
Build culture with temples

I generally play Scientific civs, so it's cheaper for me to build Libraries to gain culture. They also provide MORE culture and increase your research rate. Of course I have to build one or two temples before I get Lit. but then Libraries are my priority. A perfect exapmle of why it depends what civ you're playing as

Disclaimer - the information provided assume the have like demeanor, ie a pinchat for MEYHAM!!!

My strategy is somewhat different...
1) expand expand expand!
2) units units units!
3) tech pimping - baby!
4) dont worry about GWs - while the AI is building them, you will be building the units to conquer them!

My tech research is usually philosophy, literature, monarch in that order.

The only city improvements I add (in AA) are granaries to my settler factory cities and barracks to my unit factory cities. I will try for the great library or the statue of zeus (C3C) if Im near ivory - usually the AI cant build the SoZ or wont research the dead lit tech even on higher levels.

Unit factories are important because I also promote warfare early and often. I suggest 1 very early to take advantage of the AIs poor resource management before they can bulk up on cities. If you get an army - dont let it sit, its a definate advantage worth nothing if not used. By picking the right fight(s) you can end up at the end of the AA with a land and resource advantage from which you can pick off the other civs 1 by 1.

From the MidA up take advantage of these greater resources/cities for even more conquests! I bee-line to knights (or other MidA UUs) and then to cavalry, trading techs to keep even as needed. Also try to get in the triad of MiA GWs (Sistine, Bach and Workshop) - these puppies let you keep a state-of-the art military for your domination wars and all your cities (conquered or home-built) are so jazzed on happiness they dont even notice!

Finally (and Id be doing the world a disservice if I ignored it) untilize the superior advantage of Communism! Whooohooo! GOOO COMMIES!! Commies with the Secret Police and police stations/officers can have every single large city across your empire (even those recently captured) produce like your capital. Commies are worth it only if you have a large empire, otherwise use democracy 'till you get that empire.

but thats just my opinion...

expanding!(difficulty emperor)
my first city always started like this(
a starting city alone river is much more important and the first worker only work for this city at the beginning):
1st, warroir(use it to explore and pick up goody hut)
2nd, archer
3rd, settler
4rd, archer/horseman(if you get the tech)
5th, temple(another cities send 2 or 3 army here concurrently)
6th, wonder
7th, any unit/building
generally, i can rush the pyramid or the great library.

Ahhhh The old guns or butter debate. I differ with those above. My normal start looks somewhat like ....

warriors till I am big enough to build a settler then send the settler out alone more warriors then settler. I do this with every city and cram the cities close in the beginning.
It is not unusual for me to have one warrior protecting every two cities for the first 2000 years, the rest are trying to find other civs.
The trick is to find, when do you need to start building more military to keep the AI from attacking. That is the critical point in the game and it differers in every game.

Civ3 is set up so theres no best way... Every method has their advantages. Even from the start:

If you are on emporer or higher difficulty, your first warrior is needed to be police. Otherwise, you can scout with it.

If you are industrial, road the first tile then mine. If you aren't, mine first then road.

If you are agricultural, you may grow food faster (need a irrigation source), which means your city will grow faster and you can get a settler faster.

If you are expansionist, I like building a 2nd scout first then a warrior, unless you are on emporer or above, then you need a warrior for police and a scout after that.

Pending the size of the map and your starting techs makes a difference off the start too. On bigger maps, I'll set sceience to a minimum and take writing (or mysticism) in 50 turns. On smaller maps I'll move research to 100% instead.

If you're a civ with an early UU, I will take steps towards that.

Against Ai's what is best to do?

This is an impossible question to answer in Civ3 terms, which is what makes it such an interesting game

Err... did want to comment on this though:
Build build barrack and add spearmen 3 or 4 on border cities, 2 on the inner ones.

Why bother having vet spearmen in your central cities? might as well make a couple regular warriors for police, then get a barracks and then make your veteran units. I dislike spearmen to and pending the game, have managed several without ever making a spearman. Attacking they're attack units is much more beneficial then letting them attack you.

If you are on emporer or higher difficulty, your first warrior is needed to be police. Otherwise, you can scout with it.
If you research Writing (or Mathematics) at 20(-10)%, you can put 20(-10)% into entertainment, so that the first citizen will be happy... That way you can have more Warriors/Scouts out faster...

Maybe someone should email the General to let him know there are some new responses...
