I guess what you all have told me makes sense and I have already done this on a few games. I built a fortified line of defense in the mountians and held of an agressor state that had tanks and mobil infantry. All that I could build was marines and artilary. I was out numbered about 10 to 1. I held out for about 10 turns and did not lose a single unit.

Then I shot myself in the foot and attacked him using some of the units from this fortfied line.

what i found that works is try to (if u have time) just start attacking nearsest town and later back off declare peace then they try to build defenses and most of the time they never come out for a long time thats what i usually do!?

I haven't really done anything more than anecdotally note this, but I think you are correct. It DOES seem like the AI "remembers" what you have done in the past, i.e., if you used war to hurt them or some other AI, if you caved in and gave in to their demands, etc.

Moreover, the way they behave toward you DOES seem to change depending on how you've behaved toward them in the past. For example: take a couple cities from an AI, and kill a chunk of his units, ALL the AI seem to get a bit more deferential toward you. On the other hand, give in every time you get those popup demands for 20, 30, 120 . . . gp gifts of tribute, and the demands don't ever seem to stop, but just keep getting more and more demanding and frequent.

It will be interesting to see if the new AI is even more interesting to puzzle through

To Gonzanic's question:

I do sometimes try to entice attacks against an enemy with whom I want a war. I don't usually do this when they're going through my territory anyway, because that usually means they're stronger than me or at least have reason to believe they could hold their own against me. But if I have espionage and want to go to war with someone, I plant a spy. If he gets caught, I try again. If he gets in, I sabotage or steal or whatever, hoping he gets caught and that the AI will declare war on me for it.

Another good way to at least get that started is to talk to an AI, demand from them something that you know they won't give you (a city is perfect for this purpose), and keep demanding it and getting rejected until they get furious with you. Then agitate them in some small way and they'll commonly declare war on you.

This is a good idea if you're a democracy or republic, something with significant war weariness, because war weariness is worse if you're the one who declared war, not to mention what the rest of the world thinks of you. This way, you're the victim as far as everyone knows.

In one of my first games, I just made a wall of infantry men and tanks ALL the way around my borders...it took a lot of time, but it worked, however, I wouldn't recommend it. If the Russians are coming in through certain paths, or only coming in in one or two parts of your territory, then you could make a small wall there.

Persia did that to me once, when I made a city just outside of their territory. They sent about 20 or 30 immortals in, and I was really freaked out.
