I was wondering if there was a way to obtain culture in Warlord or even Deity levels without going bankrupt.

It depends how much culture you actually mean.

It's easy enough to build temples and libraries, but it's the universities and cathedrals which drain the most money.

On higher levels it is harder to maintain so many improvements because you need to maintain a large army to stave off the AI.

As long as you make sure you build marketplaces and banks you should be able to afford culture improvements.

More advanced forms of goverment help also. Although in a republic it can get expensive to maintain a military

Temples or libraries are good...libraries if you are scientific, because they're cheap. Temples are cheapest otherwise.

At warlord, temples aren't as important, gamewise, as libraries in that you're going to need libraries for your research, at higher levels temples are important to stop the incessant whining of your people.

All buildings that produce culture...temples, libraries, universities, cathedrals, colloseums (collosei?) and to a lesser extent, research labs, are useful to have, so I build them all...except labs which come along way too late for my use usually and I only build cathedrals and colloseums if I really need the happiness. Wonders are nice ways to get a lot of culture in one big box...if I'm looking for culture, I always build the ones that generate the most. Check in the civilopedia and build the ones that generate the most musical notes.

Keep in mind that with lots of culture buildings you can't run at 100% science, but the things these buildings do for you outweigh the cost most times. Look around for money-making tips, which is what it sounds like you really need. There's a couple of really good long posts about that around.

A point was made about staving off the AI armies by maintaining a large yourself. Another bit to add to this is that if you trade with the AIs frequently they are friendlier towards you overall. This means they are less likely to attack and more likely to join your side in an alliance against another invader. So trade not only brings in money to help support your troops it also lessens the need for maintaining a huge army...but just a bit

If you need more maintenance (for culture, but also for military) you will need a viable economic strategie. Especially if you are going for culture and want to try to keep the military to a minimum, the economic strategy is well within your reach as a cultural/peaceful approach. It requires democracy, a LOT of trade (trade techs, resources and luxuries) and anything you can use to change the economy. Banks, marketplaces you need and as far as WOW is concerned Smith's is your first priority.
A large empire helps and the corrupt cities need to be used as milking cows. These cities should have a minimum of approvements and should be micromanaged to a maximum amount of tax collectors to workers ratio.

Quite on the contrary. Surely that is an option, but since you were asking. Another option is to go for culture, quality and peace. You can spend more monay if you earn more money and in a democracy with a peaceful strategy a lot of money can be earned.

Its easier to get ahead in all victory conditions if you own lots of land - especially if your a commie. Yea, war is the best way to pick up the extra land too!

If your not a warmongerer, pick out your target country boundries and expand to this ASAP (conquer as needed). Ive always found it safer to establish new cities and military (def. or of.) first, then worry about improvements. In later levels you'll loose out on early WOWs but the extra land and pop make up for it in the long run - imho.

Once your boundaries are set, build cash and culture sources. Keep the other civs happy with trade and a strong defense.

The more land you own, the easier it will be so keep that in mind when you set your target boundaries.

culture is wonderful. im usu more of a builder, so i build enough of a military to get along, and except for occasional periods where i build up and attack, im building culture
