A couple thoughts or crazy ideas.
1)War weariness. How about having war weariness more of a problem if the war is going badly.? Casualty lists, cities lost, how about some reports from your domestic or military advisors? This might even start to influence the behavior of troops in the field. With massive troop losses or cities being lost, your troops' morale might begin to suffer and their performance in subsequent battles might reflect that.
2)An option in battle where you can surrender a unit or city. Possibly to allow units to retreat or to leave a city intact.

I didn't really mean more war weariness (that would be crazy!), just more of a reasonable manifestation.

1) Amen! Especially the casualty lists! I want that back from civ2!

Troop morale would be very difficult to get right...considering the enormous amount of time even one turn takes...imagine being a depressed soldier for 50 years! :p Also, how would it effect the units?

2)Why would you want to surrender a city? You could either abandon it yourself, or gift/seel it to a neutral faction, then get it back later. As for allowing units to retreat, all you have to do is move them yourself, I don't see how surrendering them would help. And surrendering would mean that the units fall into enemy hands, how would that let them escape?

I'm with you guys.  It makes NO sense to have war-weariness when you are fighting and winning a war you didn't start in the first place.

I used to HATE it in Civ III when I was attacked, lost a city or two and then my people start to revolt just as I am beginning to win battles and retake my lost cities.

Sid and company always seem to let their "good enough" get in front of their "very best."  How hars would it be, really, to build the war-weariness programming to be cut in half, or by 25% or 10% each time an enemy city is taken?  Moreover, LIBERATING a city taken by an enemy -- especially one who is waging an aggressive war against you -- should be reason for rejoicing!

And . . . what of the Great Crusade of WWII?  War-weariness in Civ IV is like the game itself -- overly simplistic.
