Is it possible to make all new units start at conscript experience level?  All new units created in a city with a barracks would make Regular units.  Veteran and elite would only be obtainable from combat?

Might be a militaristic civ's dream mod though...  But I'd like to give that a try.  I can make the units have more or less hp, but I can't seem to get them to start as a class lvl lower.

unfortately I don't see anything in the editor,  you can / could cause all conscripts to have only one hit point...  Which would change all the math on power/strength, which if I am thinking like you typically do is the initial thought process...

My attempt isn't to change the math on the units...  It's to make the units with war experience much more valuable than ones that didn't.  Instead of having all my new units as veteran with the potential of becoming elite through battle, I'd like to give a try where all my units are regular and can increase to veteran and elite through experience only.  Makes an elite unit much more lethal if it's fighting regulars fresh from barracks hey? 

The other option would be to allow victorius elite units increase to... umm..  beyond elite?  and give them 6 hp.  Hehe,

Units from city without barracks = green (1hp)

Units from city with barracks = conscripts (2hp)

Conscripts are promoted to regulars (3hp)

Regulars are promoted to experienced (4hp)

Experienced are promoted to veteran (5hp)

Veterans are promoted to elite (6 hp)

Maybe allow around the industrial stages a military academy structure that functions like an upgraded barracks, producing regulars and not conscripts.

I did a run on SMAC recently and the extent of it's combat experience system puts civ3 to shame.  I'm wondering what a much more lengthy experience system would do in civ3.

One problem I see with your experience model is: What happens to units you draft?

And as far as I know, there is no way to change the starting level, nor do I know of a way to add new levels.  However, you could take the barracks improvement out of the game or make them very expensive(so there would be fewer veterans and most units would start as regulars).  Something I do as an add-on to Leo's Firepower mod is to make each jump in exp except from conscript to regular worth two hp. Thus:

conscript:2

regular:3

Veteran:5

Elite:7

...Plus the modifications to individual unit's hp bonuses, which need to be increased slightly (around 50%) to accommodate the more plentiful hp that most units have.

The result of this is that elite units will almost always win over regular and conscript units.  For an army to be decisively successful, it needs to be blooded.

What about Ancient Cavalry? They start out as veterans don't they? how is that manipulated?

no, they are regular if you dont have a barracks. they get a HP bonus, so a vet ancient cav has 5, elite, 6, etc.

Seems like there is an option checked in the properties of the barracks in civ improvements that causes veteran ground units to be produced. If you were to uncheck it that should do the job. I will have to try it myself. I like the concept of units being less valuable until tested in battle.

well if you want to do that why not just remove the barracks from the game entirely, i don't think anything requires it but then everyone would produce regular units and you would be fighting on an even playing field

this would work because conscripts are meant to be like called up forced volunteers, which is one thing that made me mad, America should get minutemen, i mean that is an important unit to them. but anyways you draft if you want conscript you don't need anything younger then that because then your military would just suck and nothing would ever get accomplished

If you remove the barracks entirely, the healing benefit would be lost.
