I changed the CIV4CivilizationInfos.xml file by adding more city names:

TXT_KEY_CITY_NAME_DAVENPORT

I used the other city names as an example. Unfortunately the default city name is TXT_KEY_CITY_NAME_DAVENPORT, not Davenport. Has anyone else have this problem?

thats just a reference to another file, to provide translations. go to Assets\Text\Civ4GameTextInfos_Cities and follow whats in there. or, instead of putting TXT_KEY_CITY_DAVENPORT you could just type "Davenport", which will be easier since i assume that you are just going to use it yourself
