Well, this is actually what I've done since Civ3. Sometimes, AI approaches you with a trade proposal that is:

a) You don't like it and there's no middle ground.
b) You don't want what s/he offers.
c) You don't want to give away what s/he wants.

At times, the ony way is to say "No". However, saying "No" may affect your relationship with the AI (I think). So, what do you do?

So far, here's what I've done. I ask for re-negotiation, clear the negotiation table, and either ask for World Map and see what he wants for that or offer a World Map and see what he gives in return. Either way, I evade his first proposal and make an entirely different proposal without the AI hating me.

Anyone done anything similar?

It was working great in Civ3, and so far I think it's working in Civ4 too. At least from what I can tell, the AI looks happy.

This also seems to be working for me. Even if you dont leave the table with a deal, it seems less harsh of a penalty then just saying no.

Is there really a diplomatic penalty for rejecting offers? I haven't seen any among the in Civ4 listed reasons for why your relations are what they are with other empires.

Hm... I am not sure, but I believe they made an ugly face if I reject the offer outright. Well, I am just being better-safe-than-sorry I am bad enough being the one who always declares war, don't need to make them hate me more than they already are.

As ono-neko stated, I always renegotiate in Civ3 just to be "on the safe side".  Then, if the AI rejects my offer I can just back out without any perceived penalty.  I have seen the AI change it's attitude after I rejected an offer such as Military alliance or trade imbargo, so there may be some penalty for rejecting offers out right.

Even if it does make any difference, I'm willing to take the diplomatic penalty. I consider exploiting AI bugs to be bloody gamesmanship. If the AI starts hating me, bring it on ye infidels!

I always go to renegotiate, not to get round the rep hit, but to see if they have anything worthwhile!
