I tend to agree with you, reputations being part of the spirit of the game and all...  That said, I will use this method if the "offer" is completely ludicrous.

I mean, if some tiny nation comes up to me and says, "You're our friend, so give us all your money!" I don't think I should get a rep hit for saying "uhhh.... no?"

Well, I can see using the tactic of "renegotiating" and it still being in the spirit of the game. After all, you're really just saying that while you are not interested in the proposal they have made, you are not rejecting the idea of negotiations with them. A fine distinction to make, but one none the less.

The other way to get out of negotiations with an unfavourable deal is to prompt to renegotiate and duck out of the negotiating space, i.e. what real world leaders do in the modern era.

The "offer world map" ruse does work. Im used to total war though, and share Konrads attitude & never give them anything i don't want them to have. However, the ai in C4 seems to me to be more realistic (diplomacy probably more relevant) so I've been fostering good relations if it happens to go that way. As a result i have in the current game the interesting bonus of Catherine offering me Aluminium - which i don't have - enabling me to create my customary war-machine & hopefully soon crush all ;p - after they get snotty at me for not caving!

There is a penalty for rejecting deals when the AI proposes, between (approx.) -1 & -3, at least from what I've seen. What I usually do is ask for renegotiation and then just give them 1 gold. It makes them happy and I don't loose much!

Unfortunately renegotiation is not always an option. If a civilisation asks for tribute, your only option is to say YES or NO, as no other option becomes available

it does not work

if a civ asks for a trade, and you try to do a different deal then the one they asked for, it may still give you a trade bonus, but not the fair trading bonus, i dont have the detais, but it does not work very well, also if you dont do any deal at all after beuing offered a deal, you dont get a trade bonus at all, and you get unfair trading penalty

I hate when this happens.  I always have to pause for a minute and think what the consequences will be.  this is very annoying, but also realistic.  You can not have allies who hate each other!
