often i'll be at a very good position and a civ near me demands a luxery and i don't know whether i should agree to their demands or not. sometimes i do and sometimes i dont resulting in a war that sometimes works out for me and sometimes doesnt. Any tips?

if you give in, theyll think youre a wuss and come back for more. if you dont, theyll be angry and may declare war. no way to tell, tho i think it has to do with strength

If the AI is bullying you, thats a red flag that your military is not up to par.  If you give in, you might buy a little time, but they'll be back, as Jb said.  Use the time to draft, mobilize, rush buy, everything to get your military stronger.  Usually there is a war coming whether you're ready or not. 

Alternatively, the Ai could be bluffing.  More than once the AI demanded something, I said no, and then they caved in to a demand from me that same turn. 

Play by your gut feeling for now, and the more you play, the better you'll be able to feel when the AI is bluffing, or when you can afford a war against this particular AI or not.  Its just experience.

yea i know what your saying. the foriegn advisor guy usually tells me whether my military is stronger/weaker then theirs and if they admire my culture etc etc.

It's entirely dependant on their current state compaerd to yours.  If you have other wars that you are involved in, they'll be more likely to attack.  Reversly, if they are involved in other wars, they will be less likely to declare war.

I takes in account your overall civ's power (use the f8 graph to see that) and your military as well.  Theres gotta be a random factor as well.  Though remember having them demand something from you and ultimately declare war on you gives you extra happy citizens in your cities as they rally to fight the invaders (this is true in a republic or democratic gov't as well)

you cant really tell, i do it this way:

-If they are weaker and the tech(or watever they want) doesnt really matter then i just let them have it, no point in causing an up roar over something so trivial.

-If they are stronger than me, then i find out how stong, and then if they are only a little stronger i crush them to a pulp.

-if we are equal then i dont let them have it.

But for me it all depends on how strong.  Im not gonna let them have nuclear fussion or something like that.  I might let them have democracy(i never use it waste to much money in my opion) but it all depends who they are, how strong they are, and what they want.

I think that the difficulty setting of the game is a major factor in giving in to other civs. Any difficulty below noble the ai tends to not go to war if you dont give in to them. Noble you can say no 2 maybe 3 times until they declare war on you. If your army is bigger than theirs they will still declare war.
