It may be my imagination, but it seems to me that the AI leaders declare war much more abruptly with no prior clue they did in Civ 3. In the old days they would at least give you an option of giving them something for nothing or having a war but at least in the games I have played so far, they just come up and say "that's it, we are at war" and give you no out. This has happened with both Mao and Alex the Greek. While their attitude was shown as annoyed, they are that way most of the time. Also, the book says you have the option of talking with them or not but so far, they just pop up on the screen and make their demands or offers. What happened to the foreign minister announcing them? For that matter I no longer know what my foreign minister even looks like.
