Did they build the city or capture it?

They built it.  It was a Terra map, and they had that city on the new continent

I've also had barbs on a terra map build the Hanging Gardens.

This raises an interesting question - if a barb city builds a wonder that affects every other city on the continent, do the other barb cities get the benefit?

I'd imagine they do, because I've noticed that barb workers will link different barb cities if left to their own devices. So there must be some kind of collaboration betwene different barbarian states.

If not, what possesses that barb AI to build these kind of wonders?

I dunno folks, I have to disagree that this is a good idea (Barbs building wonders).  In fact, if it is acting as a CIV, then why not be able to negotiate with them, etc. (especially if they are just some psycho group sending unit after unit to your outlying cities in the early parts of the game...surely they have vested self-interest at heart too!)  After all, the Romans had many treaties at various times with local tribes along thier frontiers, etc.

I guess....what is the point of Barbarians?  There, I said it

Its a wild card.  They would never beat a Industrial Civ to a wonder, and aggresive Civs own them in military, so they are more just a random element ment to bring  a more unique game experience.  And also, you can turn them off if you want.

I started on "planet" scenario and I managed to get a caravel over to the "New World" - WOW! there were lots of barbarian states there.  One looked like the Iroquois, another like the Creek, I stumbled into the Aztecs, what looked like a "potlatch" civilization in NW US. I wish I had done a better job of getting into the seafaring mode so as to see all the neat stuff out there.

In custom continents the barbs have just wiped out three Civs and not in the firts stages of the game..... I made it with a carabel and some scouts and there are thousands of them jumping around. The hole continent is theirs. Its going to be tough!

They have cities of 7 over and the old Civs cities are now very big and some of them have wonders (built by the civs).

I think the logical next step would be the barbarians becoming an actual Civ, with which you have diplomatic relations. Although I don't know how historically accurate barbarians (verses an actual civilization) building a wonder is...

If you look over a CivFanatics, one of them has made a mod where barbs settle down and take a random civ as their name, in addition to other cool additions.
