I dunno folks, I have to disagree that this is a good idea (Barbs building wonders). In fact, if it is acting as a CIV, then why not be able to negotiate with them, etc. (especially if they are just some psycho group sending unit after unit to your outlying cities in the early parts of the game...surely they have vested self-interest at heart too!) After all, the Romans had many treaties at various times with local tribes along thier frontiers, etc. I guess....what is the point of Barbarians? There, I said it

They would never beat a Industrial Civ to a wonder, and aggresive Civs own them in military, so they are more just a random element ment to bring a more unique game experience. And also, you can turn them off if you want.
