something I am still a little confused about is the specialty citizens; I seem to only be able to have scientists ( when science spending is high) Taxmen ( when commerce is high) and entertainers.

Now apparently there are policemen and other types of citizens which I have never had in a city, and as far as i can tell you cant directly choose what types you want ...... It seems a little random, or based on some sort of cumulative actions,or could it be to do with the tribe you choose? I'm just not sure, I know I could use an explanation that the civilipidia doesnt seem to have for me....

You can change the type of speciality by clicking on them.

Policemen and Civil Engineers can only be selected after relatively late techs. I think you might need communism or similar to get policemen (as comm. gives police station) and I'm not sure what gives you civil engineers.

Thanks for the info, it's odd though I usually do go with communism but have never had  a policeman...... and I'm sure I have tried clicking them but I'll have to try it next time i play,

anyway, thanks again I'm signing off and on to conquesting.

It's a left click to change them, possibly you'd only tried right clicks...

Three points to add here:

1) Civil engineers come with replaceable parts

2) Do you have Conquests?  Both of the specialists in question were added in it, and if you don't have it, then you can't have the specialists (obviously).

3) Do you have automanaging of citizens on?  That might be why you have trouble changing the specialist type.

I have unlocked the policeman in my game without communism. I don't remember exactly but maybe Nationalism is the tech that did it. Check the civilopedia. I have had a few civil disorder and did not find the policeman to be that useful in those instances. Instead, using the entertainer to produce more happy citizens seemed to work best. Also, since I am now in a Democracy government, I have turned all my governor into Emphasize Citizens' Mood. It helps reduce risks of civil disorder and after building so many cities it's nearly impossible to check them all each turn. I am finding the use of Governor-managed cities a good feature to select objectives without having to "micro-manage".

What can civil engineer do in a city?

Each engineer adds two shields to the city's production.  This only applies for buildings and wonders, though; you don't get a boost for units.

I think I am going to use civil engineers often to speed up the production of certain buildings. Corruption can be super costly, and adding temple, courthouse and cathedrals helps. Harbour are also vital to open critical resources to the "main land". I found some rubber on one of the small island where I squeezed in to build a city between Rome and Russia. Thank goodness I did that. Ruber and coal are rare and very valuable.

Late in the game, when you get civil engineers, they are invaluable for building temples and court houses in those newly captured cities that are distant from your capital, and therefore filthy with corruption.
