This is pure speculation, based entirely on unit position and results of the orders.

Austria is taking an aggressive stance toward Russia, but a bit more passive with Italy.

England is pressing hard for scandinavian lands, sending a strong message to Russia.

France is very aggressive, making a play for 3 SCs for end 1901. This opening looks familiar, didn't France do the same thing in Dip4?

Germany came in force to the Low Countries. Also aggressive in making a play for 3 SCs.

Italy is putting pressure on France immediately. Conservative play so far.

Russia was stopped in the balkans by Austria, but has enough to force the issue in the fall. Must take care not to allow England to much room in the north.

Turkey may be in good position to take advantage in the balkans if there is a Russia-Austria conflict in the region.

It is difficult to determine if there are any alliances or conflicts so far.

Alliances:

France - England

Italy - Austria

Conflicts:

Austria - Russia

England - Russia

Germany - France

Italy - France

Commentary by von Clausewitz

This is pure speculation, based entirely on unit position and results of the orders. Unit build locations may change the perspective in certain regions.

Austria (1 build) backed off its agressive spring moves and was much more cautious in securing Serbia. Looks like a serious threat from Russia. Confidence in the Austrian-Italian border wasn't the same as in the spring.

England (2 builds) is making a strong presence in the North Sea. Coordinated moves with Germany look to be pointed at France. No serious treats, but also little internal support.

France (2 builds) ignored the threat from Italy but backed off a play for Belgium. May have its hands full with a German-English alliance to contend with. If the units in Iberia can get back to join with the new builds, itshould be able to hold off the threat until hepl arrives.

Germany (2 builds) helped England land on the continent. Is it an alliance or a set up? No serious threats on the other borders will allow more agressive moves next year.

Italy (1 build) seems to be avoiding making enemies and took a defensive stance this fall. Considering the regime change, the conservative play should buy some time to get to know everyone else. This honeymoon period shouldn't last long though. Will they help or hurt France? Will they help or hurt Austria?

Russia (2 builds) was stopped in Rumania by Austria in the spring and has come in force in the fall. Without a threat on the other borders expect more agressive moves into the Balkans next year.

Turkey (2 builds) is getting its slice of the Balkans. The question is what direction will they go now that the neutrals are all taken. The choice of the south coast of Bulgaria suggests that it won't be toward Russia.

Alliances:

Germany- England

Turkey - Russia ???

Conflicts:

Austria - Russia

Germany - France

Russia:

Turkey:
Fleet in Ankara
Army in Smyrna

-------------------------------------
Commentary by von Clausewitz

Austria could only have surprised with this build if there was none. No other choice available.

England's fleet builds suggests more hostilities against France then elsewhere.

France has beefed up the land forces.Good for defense against Germany, but what about those English fleets?

Germany feels safe in the east, the better to go strong in the west.

Italy's Rome fleet is either trouble for the western Med, or more signs of neutrality.

Russia is taking care of the north, with options for the south.

Turkey is watching its back, but will need help for any further gains.

The army in Galicia can retreat to war or boh
The fleet in Sweden can retreat to fin or bot or bal or ska

-------------------------------------
Commentary by von Clausewitz

Austria made some bold moves against Russia in the spring. With possible Turkish and German assistance, Austria could capitolize in the fall.

England helped Germany into Sweden and now has its fleets ready to go against France

France held off the land forces arrayed against itand even made some gains. With English fleets in the north and Italian fleets in the south, France may not be able to hold out in the fall.

Germany diverted forces to the east. Will it be enough? Was it to soon? Only time will tell, but with theallies Germany has rounded up it may not matter.

Italy has announced its intentions finally. The fleets and armies are heading to France

Russia took a step back against Austria, and now has Germany unexpected in the north. If Turkey comes north it could be serious trouble for the Czar.

Turkey shifted some units around and now looks ready to head north.

Alliances

England - Germany - Italy vs France

England - Germany vs Russia

Germany - Austria vs Russia

Austria - Turkey vs Russia ???

The army in Rumania with no valid retreats was destroyed
The fleet in Sevastopol with no valid retreats was destroyed
The army in Picardy can retreat to Brest

-------------------------------------
Commentary by von Clausewitz

Austria may soon find itself surrounded by "friends". That's not always a good thing.

England is pressing hard in the north, but taking a diliberate approach against France.

France is holding off the wolves, but the sharks are moving in for the kill.

Germany isn't pressing hard but is pushing its allies. Will the trust still be there when France and Russia are gone?

Italy has good position against France, but can they get their share before England and Germany?are they setting up Austria?

Russia may be the first to go. They need some one else to turn a knife to stay relevant.

Turkey has retained good position against a possible stab, while still making gains.

Results of 1903 Winter Adjustment:

Austria:
Army in Vienna

Germany:
Army in Munich

Russia:
Removes Army in Warsaw

Turkey:
Fleet in Constantinople

-------------------------------------
Commentary by von Clausewitz

Austria had little choices here, not much difference between Budapest or Vienna.

Germany is looking to continue pressure on France with Munich instead of Berlin

Russia tempting Germany and Austria into a conflict over Warsaw while they retreat from Ukraine back to Moscow?

Turkey with another fleet is ready for adventures.
