I've checked this in the preferences before starting a game but I still don't know what it does or how to make it work. I have 31 civilizations in civ3 complete and you start with i think 15. I thought that after killing off one civilization, another would appear in its place eventually allowing you to attempt to conquer every one the game offers. However, after killing one off nothing happens. In the advisor screen you can see only the fifteen you started with. Whats up with this?

What that option does is to respawn the eliminated AI.  The same AI will start over again on some (usually desolate and isolated) unsettled plot of land.  This makes it impossible to kill off an AI completely until later in the game when all the land is settled.

I usually keep that option off.  The respawned AI hate me for having relegated them to such a post, and they're always conspiring to bring other countries against me.  Quite annoying...

So it just respawns the same AI and they retain their diplomatic preferences (whether they're angry with you or happy) and they keep the techs they've developed as well?

Indeed.  Perhaps the easiest way to think of it is that they never died in the first place, but only fled (which actually happens quite often even without the respawn AI option turned on) to a found a new city.

If you want to plan against 32 civs edit the bic file using the editor.  That's what I did.  I loved playing huge maps against 32 civs.  I recommend making a copy of the bic first in case you want to revert.

Yes, but they only should respawn once per civ, and only if there is enough available open land for them to respawn.  Yes, they will be just as angry as they were before, and their tech levels remain the same.  They also do not start totally barren on units.

Only once? I thought they kept resqawning... Perhaps when you played it there was just no space for them to re-spawn a second time?

It's once per AI, and yes, it's to a remote unsettled area.  However, I'm not sure if the turn count is a factor or not.  I've never seen an AI respawn after 150 AD or so.  Then again, it could also be that by that point in the game the land has been taken.

As for starting out again, they begin with 2 best defenders (typically spearmen, or hoplites or Numidian's if they're the UU's), an archer or three, a couple workers and a settler or two.  And usually under Despotism at that point in the game, 100 gold to support the units during their re-expansion.

I've seen at other boards and sites etc that it's considered "bad form" to sue the AI for peace at that point, taking their 100 gold and workers, which they'll always give up.  It leaves them with 6 units, the aility to support 4 and no gold to do it.  But hey! this is the AI so who cares?!?!?
