It's once per AI, and yes, it's to a remote unsettled area. However, I'm not sure if the turn count is a factor or not. I've never seen an AI respawn after 150 AD or so. Then again, it could also be that by that point in the game the land has been taken. As for starting out again, they begin with 2 best defenders (typically spearmen, or hoplites or Numidian's if they're the UU's), an archer or three, a couple workers and a settler or two. And usually under Despotism at that point in the game, 100 gold to support the units during their re-expansion. I've seen at other boards and sites etc that it's considered "bad form" to sue the AI for peace at that point, taking their 100 gold and workers, which they'll always give up. It leaves them with 6 units, the aility to support 4 and no gold to do it. But hey! this is the AI so who cares?!?!?
