Let's see if I can dig up my Civ 3 memories...
ah, here we go
If the tile is a bonus grassland, then if you mine and road it it will have 2 food, 2 shields, and 1 commerce. A forested tile will have 1 food, 2 shields, and (?) commerce.
So, if you are post-engineering and have extra workers, you can chop a forest to sheck if theres bonus grassland under it, and if there isn't, you just reforest it.
So yes, forests are good for an extra shield or two when you're city is maxed out in size for the time being.
Irrigating like crazy in monarchy is not normally a good idea. This is because usually you won't have enough buildings/luxeries that early in the game to have every new citizen working tiles. I usually only irrigate in monarchy if 1) It is a low-food city 2)if the tile has less than 2 base food (desert, plains) and 3) If I have the happiness to support the new citizens. Other than that, the extra shields from mines will help you more.
