I just got the 1.6 update and selected the Europe Module, single player starting in 4000 BC.  The map is automatically set to HUGE and civs start in what appear to be the traditional capitals of Europe (London, Rome, Paris...)  The problem is the civs I selected to play with (Germany, Spain, France...) do not start in their traditional locations.  They are scattered randomly just like any other generated game.  My question is can I set the game so that The English will start in London, French at Paris and so on?

Although I believe for what you want you will end up getting linked to this, a pdf guide to modding Civ 4.  It should tell you how to set starting locations.
