Tokugawa is a major pain in the neck. He NEVER allows open borders!
This only happened after I got Warlords. Now he has his panties in a bunch everytime.

Avocado: Lets make a deal Tok, ol' buddy ol' pal! Open borders!

Tokugawa: No. I don't like you enough.

Avocado: Ummm. OK, I'll give you gold, wheat and Ivory! Let me pass!

Tokugawa: No way.

Avocado: Ok, heres some gems..its a gift! I'll come back later when you are feeling better.

~~~~20 Turns Later~~~

Avocado: Hey Tok! How are you doing? Are your citizens enjoying all of those lovely gems I gave you?

Tokugawa: Yes.

Avocado: Whats a little open borders between friends? C'mon, Whadda ya say?

Tokugawa: No. I just don't like you enough.

Avocado: Oh, I get.. holding out for the big stuff huh? Very shrwed of you Tok ol' boy. I have to admit, you drive a hard bargain! I will give you Horseback Riding and ummm Meditation. ~cough~ you haven't researched that YET? Haven't you been listening to your advisors? Mine nag all day every day. Ok, you put these to good use and I'll see you after I have completed my axeman.

Tokugawa: Ok.

~~~More time passes~~~

Avocado: Ok Tokugawa! How are things? Are you liking Buddhism? Pretty cool huh?

Tokugawa: Oh yes, we are very happy! Cha-Ching!

Avocado: Allright, I thought you would feel a little better, now then..just let my scout get past you, theres a whole world out there!

Tokugawa: No.

Hehe.. consider it a lesson learned... Very rarely have I seen showering the AI with gifts to make a huge difference in their feelings. If they demand something, and you comply, or if you "help" them out with something they request, that would help.

But, as it was, you were just throwing tech/resources/cash down the toilet, AND, helping him build an army to either attack you later or defend his cities against your future advances.

Next time... race to optics and sail around him

I was minded to compare this site to a sort-of-private Facebook, but, on reflection, that's not right . . . Nope. Here is a forum to exchange views and discuss topics and maybe have some literary fun; post some interesting pics (not Megabits of family krap); flag up some internet sites of Interest; pass on the occasional joke. To me, (struggling for analogy here) it's bit more like a quiet and cosy pub with locals you know and the occasional visitor from "outside"; thick stone walls and a cellar full of well-kept ale. Facebook, on the other hand, is some awful massive city-centre club that serves Fosters lager.   And, you know what? I am not unhappy with that analogy. I prefer the pub.

Usually the Drama Queen annoys me so much that I kill him off very early. All the other AI's love him though so they get pretty salty.

Are we talking about the same Tokugawa here? Any time I've dealt with the guy, he's offering ME open borders just like everybody else has done. What is wrong with this picture?

Japan was famous for keeping it's boarders closed to outsiders for many hundreds of years....I believe they only let the Portuguese dock in one town and that was only so they could get much needed silk from China. I know that they make Isabella very religious minded so maybe this is a built in trait for Tokugawa....?

Written very entertainingly.  I enjoyed it.

I have heard others mention that as well and have experienced it myself with Tokugawa.  Most other civs seem to accept open borders with little to no positives in relations but I've had Tokugawa turn me down with several +'s in relations and have heard others say the same.

Better to send your hoardes in and teach him a lesson.

That sucker did not want to grant me open borders even when our relation was at +4. Oh well, his loss.
