I have achieved Hammurabari and Abraham Lincoln a few times in the past, but for some reason I could never get the highest rank in Civ4. It has now come as a Space Race victory in the year 1569, Marathon game speed, Noble difficulty, Large map, 10 civs (9+me). I was playing as Deganawida of the Iroquois, from the Civ4 Gold mod. Usually I play Prince difficulty now days, but I wanted to try this mod which added a ton of civs and decided to play on Noble. On my desktop I also usually play on huge maps, with 18 civs, but unfortunately my laptop can't handle that. This combination of factors seems to have been what I needed to achieve that elusive rank! The first attachment is the Rank screen. For some reason the leader head is messed up. Probably my poor laptop ran out of video memory. So I have attached a second screen shot showing Deganawida for those who are curious. As you can see the mod makers mix bits and pieces of other leader heads to make all the leader heads of the new civs. There are a few missing pieces like the eyelids of Deganawida here. However overall it is a good mod. It adds something like 40+ civs to the game.

Well I haven't been counting my games, but I've played Civ 4 less than ten times. I almost always play on Marathon, so my games take awhile. It's a nice mod. It adds 49 civs to the game. They have a Civ4 and a Warlords version. There are a few minor bugs in the leaderheads and a few text errors, but they are working on a new version. It is easy to use the mod. Simply extract it to the "My Documents/My Games/Warlords (or Sid Meier's Civilization 4)/MODS" folder. One you have started up the game, go to "Advanced", choose "Load Mod", select it from the list, and it will restart with the mod. If a civ was added in Warlords, but a paticular leader wasn't, they did include the new leader in the Warlords version.
