Sure enough, the starter settler distribution gods do a nice enough job finding starting locations, but (when at all feasible) I've gotten into the habit of moving my first settler onto the nearest hill+plains tile because of the extra hammer the city will then produce.[/end of sentence] This does wonders for early production, and is well worth the lost turn, if you ask me. Trying out some different locations, I noticed that on food resources the city tile will produce an extra food, and on tiles with two or more gold, two or more gold... The extra hammer rules supreme though.

Yeah, I've been wondering about these kinds of things myself. That does sound like a valuable move if you have that option.

I think it depends on what tiles you have around you.  If you have nothing but grassland and no forests, then you'll need that hill for production.  A mine gives it three (four?) hammers, which becomes 5 after tech improvements and railroads.  If you can't get production for that city elsewhere, you'll want that hill to be separate from the city.  But then again, if you're surrounded by hills, I'd go there right away to get the 2 extra food.

Also keep in mind that the game usually gives you a few resources next to your starting position.  This includes resources that you can't see yet.  So if you only have 1-2 hills around your starting position, I can be they'll have iron or coal or aluminum later on, and you should avoid putting your city there.  That actually annoys me - you should get an automatic if you accidently build a city on a future resource.

But overall, sounds like a great strategy.  Just pointing out some variables...

I've also come to putting my starting city on a plains/hills quare, especialyl in multiplayer.  That extra hammer can help a lot in the early game.

Just a query- why avoid putting your city where minerals may turn up? If you have the mining advance you should get the benefit of the raw material.

This was true in civ 3 - I do not think it's true in civ 4.  I remember having a city on a resource in past games and NOT getting the bonus out of that land square that I otherwise would get if I improved it and had someone work the land.  I don't know if you keep the bonus if you had previously worked the land, but I doubt it.  Even so, it's irrelevant, since no one works the land tile they put their first city on.

That is a valuable tip, Zigeuner. I have taken to doing it wherever possible. While mining that hill will ultimately make it worth more, I find that the plain-hill is the only way to improve your main city square's production (be it hammer, gold or food), without placing it over a resource.

I personally really hate placing my cities on resource squares. I know there's some advantages to it. And will sometimes decide to do it for a city on a plain-hill with copper or iron (to help protect the resource, while giving the main city sqare a 3 hammer throughput.) Still, whenever possible it seems to make sense to try to leverage resources for their mined/farmed/pastured/etc. bonuses to hammer, food or gold.
