Catapults with City Raider promotions.   All others are auxiliary troops designed to clean up.

Edit: Tosk, just saw your post.  I happen to disagree.

Strategy also encompasses one's major objectives, does it not?  The famous "Anaconda Plan" in the Civil War was a strategy, not a tactic.  One's strategy should be designed in such a way to capitalize on tactics where you can dominate the adversary.  In the Union's case, the Anaconda Plan was dependant on the Union being able to field large armies on both sides of the Appalachian Mts, and to be able to win battles through numerical superiority.  Had they not had numerical superiority, the Anaconda Plan would not have worked well.  Thus, the strategy is molded by one's tactics.

Strategy is based on objectives either political or territorial.

Tactics is based on the ability of the forces you can field to accomplish the strategic objective.

It matters not how many fighter planes you have if the strategic objective is to bomb enemy infrastructure, nor how many infantry divisions you can field if the strategic objective is control of the sea lanes.

Taking the next town, hill or beach head is tactics.

strategy, i believe is the overall objective and how it plays into your war, tactics are the way(s) to complete your strategy, like chess. You pick a piece to take out a piece was the strategy, tactics are the way you take that piece.
