Well, the last city I left them with was on the NW coast of my continent, with lots of desert squares around. It was too feeble and too far away from anything important to incite any ethnic uprisings, so I figured they might just as well be allowed to keep it, I would never have made a profit of it anyway, with the actual marginal maintenance cost of a city being more than what it says on the city screen (since it not only brings its own costs, but also increases the "number of cities" costs of every other city you own).

Well with BtS, raising cities has it's own problems as well.

I'm aware, Jerm; everything in BtS is a calculated risk. To me, razing a city is sometimes better than keeping it.

Yeah but it seems like the citizens of the raised city always turn into enemy soldiers.  I haven't done it enough to know the odds but it can slow you down if your advantage isn't that great to begin with.  I usually only raise the last city if I'm going to do it at all.

I raze sometimes, and I'd estimate the odds of partisanship to be about 1/4 or 1/5, it hasn't happened to me too often. And even if it happens, I'd say having to garrison a city slows down your advance even more, especially in the case that the city is under the cultural influence of another city of your enemy and there's a very real revolt risk.
