As far as I see, the 'poison water' and 'create unhappiness' spy missions add unhealthy or unhappy faces to the city you use them in. It adds 8 unhappy/unhealthy faces to start with and then that goes down by one each turn, so if the city you use it on has a surplus of 8 health/happy points it won't have any effect. But if you use it on the right city it can seriously lead to starvation or majorly mess with they're production or whatever, and used at the right time can be very useful.

And about the 'foment revolt' thing, I love it! No more spending countless turns building cats and trebs, you can just bowl in and in one turn destroy a city's defensive bonus and mess it up good! It's perfect for that Gnl Patton style fast attack, one city after the other, steamrollering. Spies rule! I do think however that the influence religion or civics thing is pretty overpowered. Wouldn't you be seriously p***ed if another civ did that to you?

The limiting thing is that they are typically pretty expensive to do, so doing very many city revolts, or switching civics, etc would be hard to do.

Thats when u build tons of courts, castles, and other EP point stuff. U can also use the EP point slider and EP point allocation. Influancing civics is useful to lock a civ into a civic that is is a handicap. For ex. force them into Cast System right before you attack so they cant use slaving to whip up units to counter you or switch them out of Nationhood so they cant draft. Stuff you can do to handicap, you know.

Two points - the latest patch has increased the cost of causing city revolt; and you can only change the civics of another nation to one you are currently running (not a patch change - it was always thus) so to change them to Barbarism, for example, you have to be running Barbarism. A good reason, perhaps, to attack during your Golden Age.
