Newbie here.  I've only played a couple of games on the warlord level. Often, someone declares war on me very early in the game and I am bombarded with dozens of troops.  Where do they all come from?  Good god, they are like roaches coming out of the woodwork.  It's usually Montezuma.

Montezuma seems to always pick a fight early and often. He is one of the most aggressive civs.

Basically, I think they expand cities and then prepare for war. Luckily for you, there is often an advantage in defending. Archers have bonuses defending cities and you can put walls up, etc. Basically if you are strong, he will probably avoid you. You can start a custom game and pick less aggressive civs, or you can weather the storm. You'll get better at it. Just keep in mind that if they see what they perceive is a weak civ, they will attack. Don't let that be you.

Since it is Warlord level, the AI gains no additional bonuses. Actually, it is even at a slight disadvantage. Noble is the level on which the AI plays on the same terms as a human player.

So, simply put, the AI built them! While you were using your productive capacity to build settlers, scouts and early wonders, it used its productive capacity to build an army of fascistic proportions!

But don't worry. Conquering well-defended cities in the pre-catapult era can only be done by enduring hideous losses. A city wall + a few archers with the city defender promotion is really all you need to discourage attack, especially if the city is built on a hill (as it definitely should be).
