Yes, of course I think we should make use of our greatest advantage. By grabbing a tech lead on them so we can attack with an Industrial age army (infantry + artillery) while they defend with a Napoleonic one (riflemen + grenadiers + cavalry). Our tech lead won't necessarily last forever, but we can make use of it while it lasts.
Nope, tanks vs infantry is not better than infantry vs anything. The best city defenders infantry will encounter are riflemen, against which they are at +25%. That's a ratio of 25:16 = 1.5625, whereas for a tank against an infantry it would be 28:20 = 1.4 only.
We have designated commerce and industrial cities, so while the commercial cities use their (relatively small) amounts of hammers to build those science buildings, the industrial centres can put out troops on the same.
So, the research path I suggest would be
Biology - Medicine - Assembly Line - Physics - Artillery - Electricity - Fission
As soon as we'd get Assembly Line we would build factories and then infantry; then switch to producing artillery until we have a hefty force assembled. While we raid and put the hurt on Alpha, we would be making our way towards Fission and thus not only be able to nuke Alpha but also get nukular plants quite soon, in case you people have aversions to coal plants.
