"Peace Activists" (aka "Human Shield") strength 0, movement 0. Requires "Communism." Nationality is "neutral." Each Peace Activist raises war weariness by 50% in the civ inside of whose cultural borders it resides. If any military unit other than a spy tries to enter a tile with it, the Peace Activist is "attacked." Workers cannot enter the same tile.

Peace Activists can be created in one of three ways: (a) "Agitational Propaganda" new spy mission in enemy city "Agitational Propaganda" (requires Communism, Printing Press, and Nationhood Techs for this mission to be enabled) costs a bit less in spy points as stealing a tech. Agit Prop would have some probability to spawn 1 Peace Activist within an otherwise unoccupied tile inside the target civs borders within 7 hexes of the targeted city; (b) "Hawk Brutality" If a peace activist is "attacked" (think Kent State) it is killed, but 75% chance it will spawn two peace activists in otherwise unoccupied tile inside the target civs borders within 2 tiles (always inside the same cultural boundary). (c) "High War Weariness + Bad Luck" random event that can occur any time after Nationhood Tech is discovered, whenever war weariness is high.

[You'll note, one sure fire way to be invulnerable to peace activists is to have a military unit in EVERY tile within 7 tiles of any potential target city! Another option for getting rid of them successfully would be to "surround" them with 25 military units occupying all 24 of the surrounding tiles within 2 tiles of the Peace Actvists home tile then have the 25th "attack."]

Apart from being killed by "Hawk Brutality" Peace Activists can also be killed by two new spy missions: (i) "Assasination" 99% chance to kill the activist but some probability that it will act like Hawk Brutality and spawn more Peace Activists (20% to 50% depending on various factors). Having the Police State and/or Theocracy Civics decreases the risks of spawning more Peace Activists from Assassination by 15% each. (ii) Infiltration: 50% to 75% chance that the spy is able to infiltrate the activist cell, and dig up some kind of dirty laundry that allows for a transparent and "legal" indictment of the members of the cell (e.g., tax evasion) which discredits the activists and dismantles their network (killing the Peace Activist unit, with no risk of negative repurcussions such as spawing new ones). Having the Bureacracy Civic increases the chance of this spy mission succeeding by 20%

For this to really work well, there could also be a late game Tech "Fourth Generation Warfare" that souped up the Peace Activists in some way Examples could be: (a) gives peace activists movement +1 strength +1, allowing them to engage in "suicide missions" ; (b) ups the probabilty of success of Agit Prop +15% and increases Peace Activist output from Agit Prop by +1; (c) increases the range of spawning new Peace Activists by "Hawk Brutality" by +1.

don't u think horse archer should be archery unit rather than mount unit? it's ridiculous that a famous mongol's horse archer was defeat by a regular spearman.

It is also silly to see a gunship go down to a longbow but its a game with limits.  The main thing is that when they designed the mongolian UU it was with a mobility bonus rather then a strength bonus.  To make up for this they added the Mongol UB for giving your mounts more exp out of the gate.  If the game was to be exactly historically accurate then Mongolia would rule the entire game up till crossbows and even then towards gun powder... The fact is that nothing on land could match the Mongolian horde for nearly 500 years.  In this way they would be too powerful.  Same way that Germany's UU Panzer should be the dominating land unit throughout the industraial age and beyond, really no tank on earth could go toe to toe with German tanks, inf act 1 Tiger or Panther could probally still match most modern tank units to this day.  One tiger in its day could disable or destroy 15 or more alied counter parts before the alied tanks were even within firing range of the tiger.
