I do somewhat agree with the OP.  I was shocked when I saw Stalin was one of the added characters, since he really was on the same par as Hitler.

It's funny though how in the WW2 scenario that you have the new leaders of Stalin and Churchill.  Did anyone notice the leader of the Germans??  He is Chancelor von Papen (I believe), who actually did have a role in the government before Hitler took over.  But his appearance is definitely...reminiscent of another (hint: his name starts with H and ends with itler).  So it's like they wanted to put it the real tamale but didn't have the guts in the end.

Don't know if this has been mentioned already, but I think it probably came down to a business decision - I believe portraying Hitler/Nazi symbology in the game would get it banned in Germany (or at least make it controversial there) which isn't something Firaxis wants
