You wouldn't want to intentionally starve a city unless you want to starve a city due to unhealthyness or unhappiness (and you can't build buildings or move units to balance health/happiness).
Sometimes I will intentionally starve a city with nothing but artists.

Lets say I take over a size 15 city from my enemy and his cultural influence is pushing in heavily on this newly taken city. I will often force all 15 citizens to be artists (requires Caste System civic, which I tend to favor for that 'labor' branch of civics). 15 citizens each making 4 culture is a very quick way to expand your cultural border and if you have the Free Speech civic, its doubly impressive.

Definitely worth losing a couple or few population, in my opinion, to push out your cultural border and perhaps allow more city squares to be used.

Another reason to starve population is to get a wonder or some other thing that you deem important to be finished faster.  I've starved a population occasionally to increase the odds that I can beat a rival to a wonder or something else.  Take laborers off the farms and put them on workshops or whatever.  Another reason would be a race for a particular tech you put more scientists than you can technically handle for a few turns just to make sure you get (for example) Liberalism first.  You should be careful not to starve them down a population point though and it's generally the exception to the rule.  Otherwise you may as well whip them.

That's an excellent idea, I'm surprised I hadn't thought of that myself being such a culture monger.  While I have put my population into starvation to increase my hammer production to rush a wonder or building I never thought of the culture benefit to a conquered enemy city.  Thanks Mr. Cow.
