When I have researched Espionage and built the Intelligence Agency/appropriate items, I don't see the tab/button to conduct espionage missions!
This is located in the diplomacy screen in Civ3, right?

Am I missing something? Any ideas???

I'm wondering the same.

Try right clicking the star on your capitol. Also, there's an espionage button on the minimap.

Its on the mini map on the bottom right of the screen. Mine has a E for spying, D for Deplomacy, S for spaceship and P for palace views.  You can also click on the capital city that you want to spy on's name tag on the right side to bring it up.

Alternatively, Shift D brings up diplomacy (don't hit while a worker is active, will tell him to auto-clean up damaged tiles), and Shift E brings up the espionage screen.
