I liked this line:
If the definition of insanity is doing the same thing over and over again and expecting a different result, the asylums in those cities must be as full as the soup kitchens.

It's not what party one belongs to but how they behave.....There are conservative Democrat mayors in the south, and liberal Republican mayors in New England.... I think it is somewhat of a miscalculation to pin his thesis entirely on what political party the MAYOR of these cities belongs too.

Regardless, in line with this definition of insanity, I will once again refer to the wisdom of Winston Chruchill.

The best argument against Democracy is a five minute conversation with the average voter, aka Joe Sixpack.

That, NC, is all we need to know in looking at these cities.

For crying out loud.... Congress is having the lowest approval ratings ever, both this Democratic Congress, and the Republican Congress before it, just prior to 2006, yet as we know, most people disapprove of Congress but are quite fond of THEIR representitive, and thus incumbents get reelected year after year after year. A parlimentary system which functions irrespective of geography might be a remedy to this, but then, this is a system which is less then perfect and would have drawbacks too.
