Hmmm. I don't recall any 'propaganda' in Civ3. Do you mean espionage?

You would need to spend more gold right, because your options are to carry out the mission cheaply, safely, quickly, etc. The more gold you can kick in, the higher your odds of success.

You need to spend more gold to catapult the propaganda

Cheers.

Also, check to make sure they don't have a gov't type that can't be propaganda'd. I THINK it's Democracy.

Other than that, the Safely is your best bet.

However, it's generally a waste of money, I should say. You're better off rushing a couple tanks and taking the city by force, because I have NEVER had it succeed for me... and I have seldom HEARD of it succeeding for others.

Well PSweet.. I believe the whole purpose of 'Initiating Propaganda' is to take the city WITHOUT starting a war.

I had that situation this particular game. Idiot Byzantines planted a city on the same island I did.  I was already in a protracted war with the English and didn't want the Byzantines coming at me from the other side. It ended up where I couldn't initiate propaganda on 'em, but I tried like heck. After about 1000 years of the pressure of my culture they flipped to me.

Speaking of which... Have you tried building a couple cities RIGHT next to that city and rushing a couple 5 Culture buildings in them?  Give it about 100 years or so and they'll flip to you.

Or are you just trying to play with the option..
