Pre-noble, artillery isn't that big of a deal... As you found air units come about the right time to solve the issues...
Somewhere either at Noble, or the next one, you start needing the fire power artillery brings with the middle age units to take cities I can't remember where... each step up the difficulty level drops that need to earlier units. @ Sid you basically have to b-line for spears, then Catapults, then mounts, for defensive attacking... just to keep your three cities the AI left you enough land for... and slowly push back out one city, or even tile at a time.
addit: I'm not laughing, Civ is a really hard game to master... I rarely play anymore. I'd be lucky to win 1 in 4 at anything above noble now. Just keep playing and asking, or thinking about how to streamline your play style, and I'm sure you can be giving the advice when Civ5 comes.

I give advice on CivIII, but only the easy questions  To be honest, I've only ever played on Cheiftan because I do so poorly. Once I get so far, I start losing where I put units, forgetting that this city is starving, trying to figure out why I'm losing so much money, etc etc. So, on the higher levels, artillery is a bit more important. Ok.. that explains the confusion.
