Psweet & Grish have covered it pretty well.

What level of Civ III are you playing? 

100% agree with 1 of the 2 above about moving from Monarchy to REPUBLIC. 

Trade, trade and more trade.

If you have 7 luxury items, start talking and trading with your nearerst and dearest neighbours.  Hopefully that will get you the extra $$$ you need.

Trade your techs.  With USA your F15 UU doesnt become available to much later in the game and that when you really take control and forget about trading the techs.

Make sure you have HARBOURS to get those civs where roads cannot get to.
